中国老龄事业发展基金会“爱心护理基金”介绍
中国老龄化问题日益严峻。据统计，２００５年，我国６０岁以上的老年人口已达到１.45亿。到本世纪中叶，６０岁以上的老年人可能达到４亿，每四个人当中就有一个老年人,８０岁以上的高龄老人将超过１亿。我国城市居民的家庭结构呈倒宝塔形，四个老人、一对夫妇、一个孩子的“四二一”家庭大量出现。另外，据２００３年北京、上海、广州调查显示，只有老人没有子女的空巢家庭比例超过三成。
关心老人、切实解决老人的实际困难，已成为千千万万个老人、千千万万个儿女迫切的需求，也成为一个广为关注的社会问题。
为了落实国务院总理温家宝，副总理黄菊、回良玉对实施《爱心护理工程》的重要批示精神，2005年12月26日，中国老龄事业发展基金会正式创立“爱心护理基金”，从而启动了“爱心护理工程”。
基金宗旨——“帮天下儿女尽孝，给世上父母解难，为党和政府分忧。”
主要任务——面向海内外、社会各界筹集资金，推动在各地建立“爱心护理院”、“托老所”等老年福利机构，为高龄老人提供养、护、疗等专业护理和服务；资助孤寡与贫困老人，扶助弱势群体，以体现社会关爱和社会公平，为推动和促进我国老龄事业前进与社会和谐发展做出贡献。
China Aged Care Fund (CACF)
The problem of the ever-increasing older population is becoming very evident in China. Currently, there are over 145 million people over the age of 60. According to various statistics, by the middle of the 21st century, there will be at least 400 million people over the age of 60 and 100 million people over the age of 80. This number is due to the current situation of each household. Currently, every child born is born to not only a set of parents but also to 2 sets of grandparents. Thus the child to adult ratio is 1:6. In addition, according to the 2003 survey taken in Beijing, Shanghai, and Guangzhou, the number of the elderly without kids stay with them has risen to over 30%.
It is not only a responsibility for sons and daughters to provide care for their older parents but the pressure and the need to provide care for the elderly has become a huge social burden year after year.
Thus far, the Chinese Government has paid great attention to the elderly, especially in the development of public welfare. In order to carry out what the Chinese Prime Minister Wen Jiabao, Vice Prime Minister Huang Ju and Hui Liangyu have instructed them, the “China Ageing Development Foundation” (CADF), decided to set up the “China Aged Care Fund” ( CACF ) in July of 2005. After its initial funds were raised, CACF launched the “China Aged Care Project” on Dec. 26 2005, which focuses its efforts on providing daily care, retirement and nursing homes to China’s elderly.
The fund’s aim is to help sons and daughters to take better care of their elderly parents while working, to solve the problems most elderly facing today and also take away part of this large burden from the government.
The main tasks of CACF by raising money in China and abroad are to aid lonely, helpless and disabled elderly; to help setting up more daycare centers, hostels and nursing homes for the elderly; to train professional nurses and to do research to find a better solution for this social problem. It will show humanity and social justice to the elderly, thus foster the improvement of elderly welfare system and make contributions to the harmony of China’s society.
